Partners,
On November 24, 2025, the WCB team submitted a Board-approved package of Proposition 4 regulations to the Office of Administrative Law (OAL). Although WCB worked very closely with OAL staff over the 10-day review period, OAL ultimately determined that our package, in its current form, could not be approved. We understand the importance of granting Proposition 4 funds as soon as possible and are actively evaluating our options.
Effective today and until further notice new pre-applications will not be accepted. If you have already submitted a pre-application or are working on a full application, WCB staff will be in communication about next steps.
I apologize for the disappointing news and appreciate your patience and understanding. All of us at WCB hope this situation is temporary and will let you know as soon as things change.
Thank you for all you do for California’s nature. I wish you all the best for a happy holiday season.
