Prop 4 Funding Update February 20, 2026 Climate Bond/Wildlife Conservation Board: Prop 4 Funding Update. Application Portal Opening in Early March. With thanks to the Legislature and Governor Newsom, I’m pleased to share that Assembly Bill 107 (Section 36) has been signed into law. This allows WCB to award Prop 4 funds that were appropriated in the Budget Act of 2025. As a result, all projects on the Agenda for our February 26, 2026 meeting will be presented to the Board next week. Many of you have asked when we will resume accepting pre-applications. The answer is soon. WCB is preparing to launch a new online portal to accept pre-applications and full grant applications. We will no longer accept application materials submitted separately by email. The launch will include written guidance materials, online training, and a dedicated support email address.
